Barack, the man who claims to be against gimmicks, sees "our pain" from his jet.
Here's the plan:
1) Take enough money from the oil companies to give everybody a $1,000 check, if you make less than a certain amount of money.
2) Give that money out.
Here's what happens next:
1) Oil companies can now write that off as an expense
2) Oil companies raise prices to cover that expense
3) We pay for the $1,000 rebates at the pump!
Brilliant! NOT!

There's a simple economic principle here:
Unless we become a socialist, fascist state and set price controls, any taxes or other costs we impose on corporations will be passed on to the customers of those corporations.
So, if we created a windfall profits tax, the oil companies and any other company with a "windfall" would pass the cost of those taxes onto their consumers.
And by the way, the Oil companies have a profit margin of 7%, Microsoft has a profit margin of 14% . . .
